Select Board Meeting Highlights

September 7, 2010

Economic Development & Tourism Commission Update:  EDT Director Seth Webb updated the Boardon the work of the Commission, including upcoming events:

-          Hay Festival & Hay Sculptures (Labor Day - Columbus Day)

-          Killington Classic, September 9-12

-          Dock Dogs, September 17 - 19

-          IDIC 15 5K Walk/Run & 15K Run, September 19

Seth also noted that the Metropolitan Golf Association, a 140,000-member association of golfers in the greater metropolitan area of New York City, will be promoting Killington golf packages to their members this fall.

The Board appointed Robert Megnin, Killington/Pico Ski Resort Partners' new Director of Sales & Marketing, to the Economic Development and Tourism Commission.

Under citizens input, the use and interpretation of local option tax receipts and other metrics (including lodging nights, event attendance and publicity) as indicators of the performance of the Economic Development & Tourism Department were discussed at length.

Golf Budget Update & Golf Financing Update.  Green Mountain National General Manager David Soucy reported that though revenues are down slightly when compared to last year at the end of August, the golf course will be hosting two new large tournaments this fall and the Metropolitan Golf promotion is underway, which should boost receipts in September and October.   David noted expenditures are down when compared to last year at this time as well, due to efforts to reduce expenses where possible.  Kathleen Ramsay reported that a bank is considering financing the restructuring of the golf course debt, and noted that the Town could hear back from the bank late this week or early next week.

Water Committee.  After discussing the possibility of conducting a preliminary feasibility study for a municipal water system for the greater Killington basin area at its August 2 meeting, the Select Board asked the Planning Commission to conduct a survey of potential users in the Killington Road/Route 4/East Mountain Road triangle to determine if there is adequate interest in a municipal water system to justify conducting a feasibility study.

The Planning Commission discussed the survey at their August 11 meeting and at the Select Board's meeting on August 16, Planning Commission Chairman David Rosenblum reported on behalf of the Planning Commission that their consensus was to suggest that the feasibility study be conducted first so that we could provide more information in the survey instrument, such as how much water service would cost, so that respondents could better gauge their interest.

In response to this feedback, at its September 7th meeting, the Select Board decided to appoint a working committee to conduct a more in-depth discussion of the topic.  The purpose of the committee is to make recommendations to the Select Board as to whether or not the town should further investigate a municipal water system.

The Select Board outlined the following timeline:  Appointment of the Committee by the Select Board on September 20, with the Committee to hold 2 or 3 working meetings in addition to attending the Planning Commission meeting on 9/22 to hear a presentation by municipal water system consultants, and make a recommendation to Select Board by the Board's meeting on October 18th.

The committee will consist of a Select Board Member; a Planning Commission Member; a Lister; a Fire District Prudential Committee Member; a representative of the Fire Department; a representative of SP Land; a representative of the condo associations; and a representative of Killington Road businesses.

2011 Budget Timeline.  The Board approved the proposed timeline for the 2011 budget process, which will be posted on the Town's web site.  Key dates for public information about the budget include November 15, when the Board will hear presentations of the General Fund, Golf and Economic Development & Tourism Department budgets, and December 6 when the Board will conduct a detailed review of the General Fund Operating & Capital Budgets.

Bulky Days at the Transfer Station:  The Board approved the bulky days at the transfer station for Saturday, October 30, Sunday October 31 and Monday, November 1.  There will also be a household hazardous waste collection at the transfer station on Saturday, October 16 from 12 p.m. to 2 p.m.

Paving: Paving starts on Thursday, September 9: Roaring Brook Road, Telefon Trail, Wobbly Lane, Prior Drive Apron, Anthony Way Apron, River Road and Rabeck Road are scheduled to be paved this year.

Upcoming Meeting Dates:  Monday, September 20 and Monday, October 4

These Highlights are based on my observations of Select Board meetings.  The Select Board Highlights are intended to be a short summary of Select Board meetings to help communicate matters pending before the Select Board in a timely way. The Select Board Highlights are not comprehensive minutes, and are not reviewed or endorsed by the Board before they are distributed.  Kathleen Ramsay, Killington Town Manager
